1996年起，Internet 開始在國內萌芽，資策會創新應用服務研究所（IDEAS）-- FIND中心為協助產官學研各界清楚瞭解國內外網際網路相關的基礎建設及應用內涵，定期進行網際網路相關的應用基礎指標研究與調查，以及跨國政策及產業發展的觀測；成果除作為國內各界人士的研究參考與重要基礎資訊外，更是國內政策制訂的基石以及跨國間互相交流的重要研究資料。
FIND初期成立宗旨為 Focus On Internets News & Data，主要聚焦於國內外網際網路相關應用指標及資訊通信科技（ICT）指標研究、寬頻無線應用等彙整性摘要與分析；2006年起，FIND中心擴大研究範疇，從趨勢發展的掌握，轉型至各類新興ICT服務的分析與預測，透過數據的分析與預測看見市場的商機外，並佐以消費者洞察的分析能力，協助業者進行各類感動人心的服務設計。
