When deciding which 100 peoples and places should have priority, we considered things such as engagement status, opportunity, probable spread, heightened responsiveness & greater effectiveness, population, complexity, unique access, historical neglect, organizational gap, and aging work force. Based on these considerations we have created the Priority 100 list.
