Its a color picker for the visually impaired. 5-10% of the world population has a problem to distinguish colors. Even less than 1% of them know that FFFF00 is the RGB code for yellow. Which is why most color pickers are just too technical for them.
This color picker deliberately distinguishes only 14 basic colors because in real life color names like "Moccasin" or "Heliotrope" are just not that useful.
